Pensamiento estratégico en la gerencia de proyectos para la optimización administrativa y operativa en AQUAZUL
Ruben Tamayo Ricardo; Yina Porto Eljach
This article aims to analyze strategic thinking in project management as a tool for administrative and operational optimization in AQUAZUL, a small business in the purified water sector. The research arises from the identification of issues related to low operational efficiency, lack of process standardization, and absence of management indicators, factors that negatively impact productivity and competitiveness. Methodologically, a mixed and descriptive approach was adopted through direct observation, process analysis, and document review, allowing the characterization of both productive and administrative activities. The results reveal the presence of non-value-added activities, bottlenecks in key processes such as washing, filling, and distribution, as well as a cost structure highly dependent on plastic inputs. Additionally, a lack of integration between administrative and operational management was identified, limiting strategic decision-making. Based on these findings, an improvement proposal grounded in strategic thinking in project management was developed, focusing on process standardization, implementation of performance indicators, and resource optimization. It is concluded that applying a strategic management approach significantly enhances operational efficiency, reduces costs, and strengthens competitiveness in small enterprises within the water sector. This study provides an integrated perspective linking administrative, operational, and strategic management as a foundation for sustainable organizational development.

Project management in the Colombian public sector faces persistent challenges, including fragmented processes, weaknesses in planning and monitoring, limited accountability, and difficulties in controlling project execution, which increase the likelihood of delays and cost overruns. In response, this study proposes the design of a standardized methodological guide, adapted to the institutional context and national regulatory framework, as a tool to support the formulation, documentation, and monitoring of projects across organizational areas. The standardization of procedures and formats aims to enhance coherence, transparency, and effectiveness in institutional results, reduce operational errors and duplication of efforts, optimize execution times, and ensure consistent quality levels. Additionally, the guide enables Planning Offices to systematically track activities and indicators, contributing to more efficient management of public resources and the achievement of strategic objectives.

In the insurance sector, the preparation of business reports is a fundamental activity for monitoring organizational performance and supporting strategic decision-making. In many organizations, these reports continue to be generated through manual processes, primarily based on spreadsheets, which increases operational time, raises the likelihood of human error, and limits the analytical use of available information. In this context, this research focuses on the low efficiency and operational risk associated with the manual generation of business reports. The research principle develops an automation and standardization solution for generating business reports in insurance companies in Colombia, leveraging data analytics and business intelligence tools that integrate data mining, transformation, loading, analysis, and visualization. Methodologically, an applied approach is implemented, starting with an analysis of the current report preparation process, in order to identify critical activities, levels of manual intervention, and operational risk points. The results show that a significant proportion of work time is spent on repetitive tasks such as data cleaning, consolidation, and validation, which reduces the teams' ability to focus on analyzing results based on strategic goals. Finally, the proposal involves adopting a data integration and automated report generation system that improves data quality and reduces errors, enhancing decision-making and contributing efficiently to the operation and advancement of digital transformation within the organization and the insurance sector.

Análisis y Estructuración de Propuesta de Mejora en la Fundación V & C

The V & C Foundation is a non-profit organization that supports Community Action Boards and/or legally established associations in the management of public water points, which are collective sources of potable water supply for those sectors that do not have the technical conditions required for the service provider to connect them as regular users. Likewise, the Foundation provides these communities with technical, commercial, socio-environmental, and legal services. This document aims to develop an improvement proposal for the V & C Foundation, focused on the administrative and operational processes that directly affect the beneficiary community. The main objective is to design a strategic plan that enhances the quality of the service provided. From a managerial perspective, a strategic thinking methodology will be adopted, with a quantitative approach. A non-probabilistic convenience analysis will be conducted through the application of a survey to 100 beneficiaries, capturing their opinions regarding the service provided by the Foundation. Additionally, tools such as the Ishikawa diagram and the Balanced Scorecard (BSC) will be used to identify, classify, and prioritize the organization’s issues. As a result, a low level of acceptance of the technical service was identified, which is internally associated with delays and staff workload in coupon delivery, the accumulation of work orders, and response times in general. Based on this, the document focuses on structuring a strategic plan with activities, responsibilities, timelines, and indicators that will help establish a path toward delivering high-quality service to the community. In conclusion, the strategic plan will improve the internal processes of the V & C Foundation, leading to reduced response times, which in turn will increase beneficiary satisfaction, promoting results-based management and continuous improvement.
