dc.descriptionEl presente trabajo desarrolla un diagnóstico institucional del Ministerio de Relaciones Exteriores de Colombia, con énfasis en el Grupo Interno de Trabajo (GIT) América del Sur, a partir de la observación directa de sus dinámicas operativas. El análisis permitió identificar debilidades en la gestión de la información estratégica, especialmente en la dependencia de procesos manuales, la dispersión de datos y la ausencia de mecanismos estandarizados de transferencia de conocimiento. Con base en estos hallazgos, se formularon tres propuestas de mejora orientadas a optimizar la vigilancia de coyuntura regional, fortalecer el seguimiento bilateral y garantizar la continuidad operativa.
dc.description.abstractThis study develops an institutional diagnosis of the Ministry of Foreign Affairs of Colombia, with a focus on the South America Internal Working Group (GIT), based on direct observation of its operational dynamics. The analysis identified weaknesses in the management of strategic information, particularly the reliance on manual processes, the dispersion of data, and the absence of standardized knowledge transfer mechanisms. Based on these findings, three improvement proposals were formulated, aimed at optimizing regional situation monitoring, strengthening bilateral follow-up, and ensuring operational continuity.
