Aproximación a la optimización de la gestión jurídica mediante soluciones tecnológicas integrales
Erika Marcela Cárdenas Ávila; Luis Felipe Diaz Mantilla; Laura Liliana Linares
Legal management in Colombia faces a contradiction that any user, specialized or not, has been able to experience firsthand: the regulatory framework has advanced toward digitalization, yet actual operating conditions remain shaped by technological, cultural, and institutional gaps that prevent these new conditions from being fully realized. This article examines how comprehensive technological solutions can bridge that gap through three objectives: diagnosing the current state of legal management in Colombia, designing scalable tools for document management, judicial monitoring, and process automation, and formulating organizational guidelines that ensure the long-term sustainability of those tools. The methodology follows a mixed-methods approach with an exploratory-descriptive scope, grounded in a bibliographic and documentary review of academic and institutional sources. The findings reveal that Colombia has made significant regulatory progress — including Agreement 001 of 2024 issued by the National Archive and the Strategic Plan for Digital Transformation of the Judicial Branch 2021–2025 — but that effective implementation requires technical tools articulated with organizational change management strategies. The central conclusion is that the digital transformation of the legal sector is not solely a technological problem: it is an interdisciplinary process that demands regulatory coordination, institutional leadership, cultural appropriation, and verifiable performance metrics.
