Análisis de la asignación salarial para el diseño del manual de funciones del personal en las Unidades de Trabajo Legislativo en el Honorable Senado de la República
Resumen
El objetivo del presente estudio es analizar y determinar si la asignación salarial actual para los cargos en las Unidades de Trabajo Legislativo del Senado de la República es consecuente con las funciones, tareas y responsabilidades de cada uno de los cargos. Para realizar este análisis se tomó en cuenta la información respecto a los cargos de asistente y asesor en entidades nacionales e internacionales, en específico, entidades de la misma magnitud en Latinoamérica con el fin de evaluar y comparar las funciones y los requisitos exigidos, analizando niveles de experiencia y escolaridad, los cuales fueron modificados y registrados en el manual de funciones anexo el cual permitió adicionalmente, verificar si los salarios eran equitativos con las funciones mediante la valoración de los cargos por el método de factores y puntos. Este método permitió analizar cuales cargos recibían mayor o menor ingreso respecto a sus funciones y su importancia en la Unidad, determinando así cuales cargos requerían modificaciones, a fin de encontrar una correlación entre el puntaje obtenido y el salario percibido. Los aumentos y las disminuciones se realizaron de manera equitativa a fin de mantener el presupuesto general el cual está determinado para cada Congresista bajo el artículo 388 de la ley 5ª. Las modificaciones correspondientes generaron una variación de $ 1.449.726 los cuales se generaron un aumento en los asistentes III, IV y V y una disminución por el mismo valor entre los cargos asesor I, VI y VII y asistente I.
Abstract
The objective of this study is to analyze and determine if the current salary allocation for
positions in the Legislative Work Units of the Senate of the Republic is consistent with the
functions, tasks and responsibilities of each of the positions.
To carry out this analysis, the information regarding the positions of assistant and advisor in national and international entities was taken into account, specifically, entities of the same magnitude in Latin America in order to evaluate and compare the functions and the required requirements, analyzing levels of experience and schooling, which were modified and recorded in the attached functions manual which additionally allowed to verify if the salaries were equitable with the functions by assessing the positions by the factor and point method. This method allowed us to analyze which positions received more or less income with respect to their functions and their importance in the Unit, thus determining which positions required modifications, in order to find a correlation between the score obtained and the salary received. The increases and decreases were made in an equitable manner in order to maintain the general budget which is determined for each Congressman under article 388 of the 5th law. The corresponding modifications generated a variation of $ 1,449,726, which generated an increase in attendees III, IV and V and a decrease for the same value between the positions of advisor I, VI and VII and assistant I.
